The assault caused the partial shutdown of the CTA tunnel and the T3 car park.

Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people sustained injuries by what is thought to be an irritant spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage upon exiting a car park lift.

A toddler aged three was among the injured in the event. Five people were taken to the hospital for treatment and were later discharged.

Police arrested a man in his thirties for suspected robbery and assault near the scene. He has since been released under investigation as the investigation proceeds.

Authorities were called at approximately 08:10 GMT following reports of several people injured by an irritating chemical thought to be pepper spray.

The assault - an event that police said was isolated and not being treated as an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
